China is increasingly moving towards becoming a Rule of Law state.

Many westerners seem to think that China is ruled by the whims of old communists. As a matter of fact, China is more and more being ruled the judicial system. Thousands of laws are being passed and in theory everybody has the same rights.
Corruption
Corruption is one area where the law is being used as instrument. Lots of new anti corruption laws are being passed in an effort to fight corruption. An increasing number of officials are being tried for corruption by the Chinese courts of law.
Implementation
The system is not flawless however. Generally speaking the government is working hard to implement the new laws, but they are having huge problems doing so. Contrary to the common opinion among westerners, especially Americans, China is not being ruled solely from Beijing. The local governments actually play a big role and possess a great deal of power in the Middle Realm. Various local interests combined with a lack of educated personnel, means that the central government has a great deal of difficulties implementing their laws.
Two Systems
Another problem is that there are two judicial systems in China. One is the public system where everybody has the same rights, Rule of Law. The other system is the internal system of the communist party. That system is more powerful than the public system. This means that if the communist elite, for whatever reason, decides that someone should not be prosecuted, they can handle it internally, and decide what, if anything, happens. Unfortunately, economic matters having to do with economic development are considered more important than stopping corruption.
Future
Nevertheless, it seems obvious that China is moving towards Rule of Law. At the moment certain matter are considered, but the general trend points toward more Rule of Law.
